William M. Dow, Jr., RA, PP is a registered Architect and Professional Planner with more than 30 years of large-scale gaming, mixed-use and hospitality projects. Over the years, Bill has developed long-lasting relationships with a diverse group of clients, many of whom view him as a trusted advisor – holding his expertise and unique range of knowledge in high regard. Bill commands a leading role in JCJ’s most complex, high-visibility projects and provides a comprehensive, hands-on approach to project delivery. He is an expert in “fast-track” project delivery system, the management of large interdisciplinary teams, complexities regulatory environments and the requirements on developers, operators and design and construction professionals.

Bill is highly regarded for his work with Native American tribes, mainly as it relates to gaming and hospitality. His respect for Native American cultures has been demonstrated in his work on Tribal projects that promote economic sovereignty and Tribal self-determination. He is an expert on the subtle and appropriate integration of cultural elements into project design. He has helped numerous Tribes navigate the complexities of establishing Tribal committees and public safety programs related to new developments or enterprises, and he has assisted with the complex State and Federal processes these projects require. Bill also has a long history of non-tribal, non-gaming projects to his credit, including civic, higher education and healthcare projects.
Bill is a registered Architect in 12 states, is NCARB certified and a International Code Council Building Safety Professional. He is a member of the American Planning Association, the US Green Building Council, an Associate Member of the National Congress of American Indians and a Patron of the Native American Rights Fund. Bill earned a Bachelor of Arts from Trinity College and his Master of Architecture degree from the University of Pennsylvania. He has been a member of the JCJ team since 1992.
